In November 2025, the Ministry of Steel introduced new exemption guidelines for the import of steel products. Prior to the issuance of these guidelines, importers were required to obtain a No Objection Certificate (NOC) from the Ministry of Steel for importing steel grades that were not covered under the Steel Quality Control Order (QCO) 2024.
However, under the revised guidelines, if a product falls within the scope of the QCO but the specific grade of that product is not covered under the notified standards, such imports may be considered eligible for exemption, subject to applicable conditions and approvals.
The Ministry of Steel has launched a dedicated portal for filing exemption applications. Any importer seeking exemption from the Ministry of Steel is required to submit the application through the SIMS portal. Within the SIMS portal, a separate section has been provided specifically for filing exemption applications.
Details Required for Filing of Exemption Application (on SIMS Portal):-
The following details are required for filing an exemption application on the SIMS portal; however, this is only an indicative list and additional information or documents may be sought by the Ministry of Steel during the review process.

Filing an exemption application for a particular steel grade requires a detailed study of its specifications and end-use application, which involves technical expertise. A strong and well-supported justification is essential to demonstrate non-applicability under the QCO and to successfully obtain the exemption.
Validity of Exemption:-
The exemption granted by the Ministry of Steel shall be valid for a period of six months from the date of its issuance. The importer is required to complete the import of the specified steel grade within the said validity period.
