The Department for Promotion of Industry and Intemal Trade (DPIIT) is a department under the Ministry of Commerce and Industry, Government of India. DPIIT is responsible for promoting industrial development, encouraging domestic and foreign investment, formulating policies related to industry and internal trade, and improving the ease of doing business in India.
In order to ensure the availability of safe, reliable, and quality products, minimize health hazards to consumers, and promote exports as well as import substitution, DPIIT issues Technical Regulations/Quality Control Orders (QCOs) for industries falling within its jurisdiction, including Light Engineering Industry (LEI), Consumer Industry (Cl), Cement, Paper, Rubber & Linoleum, Leather & Footwear, and Explosives.
DPIIT has issued various Quality Control Orders (QCOs) for different products and industries. An illustrative list of such QCOs is provided below.

- insulated Fl sk, Bottles and Containers for Domestic Use Quali Control Amendment Order
- Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order
- Aluminium and Aluminium Alloy Products (Quality Control) Order
- Precision Roller and Bush Chains, Attachments and Associated Chain Sprockets (Quality Control) Order
- Copper Products (Quality Control) Amendment Order, 2025 etc.
If any person imports a product that falls within the scope of any Quality Control Order (QCO) issued by DPIIT, such importer is required to obtain a BIS licence for the concerned product. Without a valid BIS licence, the importer shall not be permitted to import such products into India
However, in certain cases, the imported product may appear to fall within the scope of a QCO issued by DPIIT, but due to its specific technical features, end use, or material composition, the product may actually fall outside the scope of the applicable QCO and may not require a BIS licence.
Nevertheless, in such cases, Customs authorities may ask the importer to obtain an NOCIclarification from DPIIT for clearance and release of the consignment

- Reason of import etc.
The application is required to be filed in offline mode. Upon receipt of the application, DPIIT, after consultation with BIS, may issue the NOC_ Such NOC is generally issued on a consignment basis, and its validity shall be six months from the date of issue.
