The objective of Extended roducer Responsibility (EPR) for End-of-Life Vehicles (ELVs) is to ensure environmentally sound Ilection, dismantling, recycling, and disposal of old vehicles by making producers responsible for anaging vehicle waste and promoting sustainable recycling practices, resource recovery, pollutiory revention, and reduction of environmental and public health hazards caused by discarded vehicles.

Which Types of Vehicles are covered under EPR for End-of-Life Vehicles?

Rule 2(1) (b) of Environmental protection (end of life vehicles) Rules 2025 covers all types of vehicle defined under clause (28) of section 2 of the motor vehicle Act 1988 and includes an electrical vehicle, e- rickshaw or e-cart but shall not apply to.

  • agricultural tractor;
  • agricultural trailer;
  • combine harvester and
  • Power tiller.

Who are required to mandatory registration of EPR For end life Vehicles?

Following persons are required to obtain mandatory registration under EPR for end of life vehicles

  • Producer
  • Registered vehicle screpping Facilities(RVSFs)
  • Bulk consumer

Who is required to get EPR authorization?

EPR authorization is mandatory and has to be obtained by all the producers of electrical and electronics equipment, including their components, consumables, parts, and spares covered under the E-waste (Management) Rules.

Who is required to meet the EPR obligation

However registration under EPR for end of life vehicles has made mandatory for producer, registered vehicle Scrapping Facilities (RVSFs) and Bulk consumer but EPR obligation IS required to be fulfilled by the producer only by purchasing the Certificate form the Registered vehicle Scrapping Facilities.

What is the meaning of Producer as per Environmental protection (End of life Vehicles) Rule 2025?

per Rule 3(1) (q) of Environmental protection (End of life Vehicles) Rule, 2025, a producer means an ntity who is engaged in

  • Manufacturer or assembly and sale of vehicles under its own brand
  • Sale of Vehicles under its own brand , produced by other Manufacturers or suppliers or
  • Importer of vehicles

Furiher Producer has been classified in following categories

  • Manufactured /assemble and sale of Vehicles under own Brand
  • Sale of Vehicles under own Brand (Manufactured lassembled by another Manufacturer)
  • Manufacture/assemble of vehicles and sold to another producer
  • Manufacture/ assemble of vehicles and sold in open market with another producer brand
  • Import of vehicles and sale under Own brand
  • Import of Vehicles and sale under imported brand itself
  • Import of vehicles and sale to other producer
  • Import of Vehicles for self-use
