Exemption for Export of Wheat Flour and Related Products
In 2022, the Government of India imposed a ban on the export of wheat flour and related products to ensure domestic food security, control inflation, and stabilise prices in the domestic market.
Subsequently, the Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce issued Public Notice No. 44/2025–26 dated 16 January 2026, granting a temporary relaxation for the export of wheat flour and related products falling under HS Code 1101.
Under this relaxation, eligible exporters, subject to specified terms and conditions, may apply to the DGFT for an exemption to export wheat flour and related products up to the permissible limit as notified.
Procedure and Requirements
1. Who is an Eligible Exporter to Avail This Exemption?
The following categories of entities shall be eligible to avail the exemption, subject to compliance with the conditions prescribed by the Directorate General of Foreign Trade (DGFT):
- Flour mills / processing units having valid IEC and FSSAI license for manufacturing wheat flour and related products under HS Code 1101, functioning as manufacturer exporters.
- Merchant exporters having valid IEC and FSSAI license along with valid tie-ups or supply agreements with flour mills functioning as supporting manufacturers.
- EOUs / SEZ units / Advance Authorization (AA) holders seeking allocation over and above their existing imported wheat entitlements.
Note: All applicants should be eligible for listing on the “Source from India” facility on the Trade Connect e-Platform and must ensure their listing on the platform.
2. Mode of Application:
Applications must be submitted only through online mode.
3. Time Period for Filing Application:
The first set of applications shall be invited from 21 January 2026 to 31 January 2026. Thereafter, applications will be invited during the last 10 days of each month until the permitted export quantity is exhausted.
4. Validity of Authorization:
The export authorization shall be valid for a period of six months from the date of issuance.
