NOC for Aluminium and Aluminium Alloy Products
The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, has introduced the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025. This Order mandates compulsory compliance with specified Indian Standards (IS) for aluminium and aluminium alloy products to ensure minimum quality benchmarks.
The Quality Control Order aims to regulate products used in critical sectors such as infrastructure, engineering, transportation, and consumer goods. By mandating BIS certification under Scheme-I, the Order restricts the manufacture, sale, and import of substandard aluminium products that may pose safety, durability, or performance risks.
Aluminium Products Covered Under QCO
i. Aluminium alloy tubes for irrigation purposes – welded tubes
ii. ECC grade aluminium rod produced by continuous casting and rolling
iii. Wrought aluminium and aluminium alloy bars, rods and sections for general engineering purposes
iv. Wrought aluminium and aluminium alloy forging stock and forgings for general engineering purposes
v. Wrought aluminium and aluminium alloy plates for general engineering purposes
vi. Wrought aluminium and aluminium alloy sheets and strips for general engineering purposes
vii. Wrought aluminium and aluminium alloy wire for general engineering purposes
viii. Wrought aluminium and aluminium alloy rivet stock for general engineering purposes
ix. Wrought aluminium bars, rods, tubes, sections, plates and sheets for electrical appliances
x. Aluminium and aluminium alloy foil for pharmaceutical packaging
xi. Aluminium composite panels
xii. Wrought aluminium and aluminium alloy extruded round tubes and hollow sections for general engineering purposes
xiii. Wrought aluminium wire for electrical purposes
xiv. Wrought aluminium and aluminium alloys for manufacture of utensils

xvi. Aluminium alloy forging stock and forgings (Alloy 24345) for aerospace applications
BIS Certification Requirement for Import
At the time of import of the above aluminium products or any other aluminium items, Customs authorities may require submission of a valid BIS Registration or License. In the absence of the requisite BIS certification, clearance of the consignment may not be permitted.
Non-compliance may lead to detention of goods, demurrage charges, fines, and other statutory penalties under applicable laws.
When is NOC Required from DPIIT?
Certain aluminium products may have chemical composition or mechanical properties that differ from those specified under the applicable Quality Control Order. In such cases, importers may approach DPIIT for technical clarification.
Based on technical evaluation, DPIIT may issue a No Objection Certificate (NOC) permitting the import of such aluminium products that fall outside the scope of the QCO.
NOC Application Process
The NOC process involves preparation and submission of an application to DPIIT along with a detailed technical justification report demonstrating that the product does not fall under the notified Quality Control Order.
Upon satisfaction, DPIIT, in consultation with the Bureau of Indian Standards (BIS), issues a No Objection Certificate. The issued NOC is valid for six months from the date of issuance and is applicable for all consignments covered during its validity period.
