CPCB EPR Plastic Registration Step-by-Step Process, Documents & Fees Guide

EPR registration for plastic packaging is governed by the Plastic Waste Management Rules, 2016 (as amended from time to time). In common practice, it is also referred to as CPCB EPR Plastic Waste Registration. Depending on the category and nature of the applicant, the registration is granted either by the Central Pollution Control Board (CPCB) or the respective State Pollution Control Board (SPCB).

This registration is mandatory for the following person

1. Producer of plastic packaging
2. Brand owner
3. Importer
4. Plastic waste process

If an entity falls under more than one category as specified above, it shall be required to obtain separate EPR registrations for each applicable category.

Step by Step process of EPR registration:-

Step 1: Determination of Category

Before proceeding with EPR registration, the first step is to determine the applicable category of the entity, such as Producer, Brand Owner, Importer, or Plastic Waste Processor, based on its business activities and product profile.

Step 2: Collection and preparation of required documents

After determining the applicable category, the entity is required to collect and prepare the necessary documents for submission of the application. An indicative list of required documents is provided below

1. Certificate of incorporation in the case of Company / LLP
2. GST Certificate of Entity
3. PAN of Entity
4. PAN and Aadhar of authorised person
5. E-mail id and Phone Number
6. Packaging waste date of last two financial year
7. Covering letter etc

The application is required to be submitted either to the CPCB or the respective SPCB, depending on the scope and scale of the entity’s operations.

Step 3:- Payment of Government fee

Following government fee is required to be paid at the time of submission of application
